A programme initiated in the 1990s by the chairman of the Usinor steel group, at the head of AFIRII, then officially launched in 2000 by the Prime Minister and the Minister of the Economy of the time: set up and operational management of a binational government joint R&D programme — over 120 projects tracked and co-funded in biotechnology, IT, electro-optics and security. Joint steering across government, industry and research, alongside the French innovation agency (ANVAR, later OSEO).
Technological convergenceAt the Assises de la Sécurité — now the Assises de la Cybersécurité, the annual reference event for French CISOs, held at the Grimaldi Forum in Monaco — designed and led a workshop on the convergence of nanotechnology and information security, a subject far enough ahead of its time that Globes devoted an article to it. Sensor miniaturisation, printed electronics, quantum computers: directions already mapped out, well before they became central.
Precursor Globes, 30 October 2008Supported the Seeker project from launch to sale — an IAST technology born of the collaboration between Quotium Technologies (Euronext: QTE) and Seeker Security, itself spun out of the Israeli firm Hacktics (Eureka-labelled), named a Gartner "Cool Vendor" as early as 2011. Board member of Quotium, then of Seeker Security following its acquisition by Quotium in 2012, through to the sale of the technology to Synopsys, a major Silicon Valley player, in 2015.
Gartner Cool VendorA trilateral France–Israel–United States conference — "Stuxnet, Pandora's Box or Stroke of Genius?" — held in Paris, at the Atelier BNP Paribas, bringing together Israeli and American cyber-intelligence experts, French researchers in cryptology and computer virology, around the cyberweapon that redefined the digital balance of power. A format that similar events would echo across the Atlantic in the years that followed. Globes closed its coverage on this note: "it is still a show of force, and the psychological factor is major."
Cyberweapons Source: Globes, 14 March 2011A natural continuation of the government programme run until 2005: an annual cycle with restricted access, under the Chatham House Rule, with no permanent venue and no public communication, carried forward by a binational chamber of commerce (CCFI) — bringing together major French corporations and CISOs alongside Israeli and American cyber companies. In 2018, at the 12th edition, Airbus Defence and Space's head of cybersecurity and Team8's founder shared the stage before 13 Israeli and over 60 French companies. In 2019, at the 13th edition: over 100 CISOs and cyber experts from major French corporations, 17 Israeli and American insider companies, close to 300 other experts — "an alchemy of cyber insiders, not simply a gathering of experts," in the organiser's own words. The most recent editions give growing weight to artificial intelligence, now as central to the debates as cybersecurity itself.
Cyber & AI anticipation Sources: Globes, 24 May 2018 · Globes, 8 April 2019Field-based mapping of the Estonian cyber ecosystem, in Tartu and Tallinn, carried out with the head of the cybersecurity strand of Startup Estonia, the national startup support programme — originally a private initiative, later folded into that programme. Led to synergies with RangeForce and Helmes, then to organising a roundtable in Paris bringing together the French and Estonian ecosystems, with Estonia's ambassador to France, during Estonia's presidency of the Council of the EU, at the Cercle de l'Union Interalliée.
Economic diplomacyTook part on two occasions in this insider conference, founded by the author of Inside Cyber Warfare: Mapping the Cyber Underworld, a recognised authority on the American cyber ecosystem — which brings together corporate leaders and national security practitioners in the United States around the challenges of cyberconflict. An access owed in no small part to the connection forged in 2011, at the Stuxnet conference in Paris.
Brought together a dozen young Rwandan experts around structuring early-stage cybersecurity start-ups, and lectured at Carnegie Mellon University Africa to map an already internationally networked Rwandan cyber and ICT ecosystem — an early move, several years ahead of Rwanda's national CyberHub, launched in 2025.
CMU Africa mentoringCreated and taught a course on military-centred cyber ecosystems, delivered in particular within the MBA Executive in Cybersecurity Management and Information Systems Governance (MaCYB) — the goal: drawing lessons from these models, transferable or not, to inform the thinking of France's future cyber decision-makers.
Academic transmissionOpening speaker on the strategic vision of information security, illustrated with a decade of APT campaigns targeting the African continent (including Project Sauron, detected in Russia, Iran and Rwanda), at SIRS — run since 2015 by Côte d'Ivoire's Institute for Strategic and Defence Studies (IESD), bringing together senior civilian and military figures, former ministers, diplomats, general officers, from Côte d'Ivoire, several ECOWAS countries, Gabon, Cameroon and France, around regional stability issues.

Digital sovereigntySpoke at the cyber event organised by Groupe Le Matin, in partnership with Groupe Yokamos, before around a hundred Moroccan CISOs — a conference themed "Information systems security strategy: risks, governance & opportunities." Following this talk, a European synergy formed with the Moroccan partners, extended by a mission carried out alongside them in Luxembourg, with Morocco's international financial network.
October 2023Spoke at Quantum Day 2024, held on 27 June 2024 as part of Tel Aviv University's Cyber Week, organised in collaboration with QuanTAU (Quantum Science and Technology at Tel Aviv University) — alongside the professor who directs the centre and the Head of the Blavatnik Interdisciplinary Cyber Research Center.
